Description
Exporting a Portlet Lar when no pages yet exist will cause the export to fail. An example fail message is : "Error: An error occurred because the live group does not have the current page. " Another possible error when importing instead is "No layout exists with the primary key 0."

Steps to Reproduce

1. Create a new site
2. Create a WC on the new site
3. Export WC Lar

Expected Result
Export succeeds

Actual Result
Export fails

Tested on Tomcat 9.0.17 + MySQL 5.7
