1. Set up a clean Liferay installation
2. As Portal Admin, log in the portal and create a new regular Role.
3. Grant the following permissions;
3.1.Portal: View Control Panel Menu
3.2.Users and Organizations: Access in Control Panel
3.3.Users and Organizations > Organization: Add Organization
3.4.Users and Organizations > Organization: Update
3.5.Users and Organizations > Organization: View
4. Create a User and assign the previously created role
5. Log in the portal as the new User
Expected result: The user is able to see the portlet Users/ Users and Organizations and also add new Organization
Actual result: The user is able to see the portlet Users/ Users and Organizations BUT is not able to add new Organization as there is no plus button at all.
Additional finding: the user is able to edit an already existing organization and also to add a new one to the 'old' organization.
