z-index conflict between blue "portlet topper" and "Add" sidepanel when editing a widget

To repro:

• Narrow screen
• "Go to site" and edit it (eg. http://localhost:8080/web/guest)
• Open right-hand side "Add" sidebar
• Mouse over a widget

Expected:

• Blue "portlet topper" frame should not suddenly float above sidebar

Actual:

• The topper pops above the sidebar, then drops back behind it when you move your mouse off of it
