As a Search Admin, I want to enable and disable rankings

      Background
      This is related to being able to create rankings with the same search term. By enabling and disabling rankings, this would:

      • Allow a search admin to enable a specific ranking for only a certain amount of time.
      • Allow a search admin to create multiple sets of results for the same search term and toggle which one they wish to use. For this iteration, we will not be allowing duplicates due to a confusing experience when there are multiple active rankings with the same query (it isn't clear which ranking will be the one used). However, inactive rankings will be able to have duplicates. Rankings cannot be made active if there is a duplicate already active though.

      What will be done

      • Add an inactive/active toggle on the left of the toolbar, following the mockups.
      • Persist value after saving and editing.
      • Add a "status" column on the index page to display "inactive" or "active"
