The Workflow extension for Forms should consider the design phase of Forms

Current Behavior
You can configure a Form to use a Workflow, but the configured workflow only works during the Form submission phase (i.e., when the end user submits data to the completed form).

Suggestion
1. Add the ability to add a workflow for Form design, so that Forms creators can receive approval for their suggested additions/changes/removals
2. Separate the workflow function for Forms so that it addresses both the current behavior (i.e., submission) and the design phase.
