Add support for a webpack portlets registry in the portlet extender

      Description

      The goal of this task is to provide a JS module in the portal where webpack based portlets may register to be started asynchronously.

      The need for a registry arises from the fact that webpack code is loaded through the browser by means of a <script> tag, thus we don't have any control over it. On the other hand, portlets are started in a decoupled lifecycle so we need some way to synchronize both lifecycles to make portlets start and render.

      We will achieve that with a well-known registry class that is provided by the Portlet Extender module.
