Site template propagation not working

Site template propagation seems to be broken.
 
To test this create the following site template:
 

 
Don't put anything on the contentpages yet.
 
Create a site that inherits this template and enable propagation.
 

 
At first glance it looks all-right, but then start adding some sections/components to the site template (content pages) and see whether these are propagated to the actual site.
As you can see in the image above it runs into errors.
