Staging permissions not working for a custom role

      Description

      If a new User Role is created, and in Define Permissions this role is granted permissions to access the Staging Menu in Site Administration, then assign this role to a user, this user does not see the access to Staging in the Site Administration (and therefore this user cannot do anything in Staging)

      I've tried with both Regular Roles and Site Roles, but none works.
