Web Contents whose folder no longer exists cannot be restored in the Root Web Content Folder

Reproduction steps:

1. Create a Web Content Folder f1
2. Create a Web Content wc1
3. Delete wc1
4. Delete f1
5. Go to Recycle Bin > Recycle Bin
6. Delete f1
7. Restore wc1

Expected result:

• A modal appears allowing user to choose the folder where the Web Content will be restored.
• The root Web Content Folder is available as an option.

Actual result:

• Only the button "Choose This Folder" appears.
• There is no option to select the Root Web Content Folder.

NOTE:

• This cannot be reproduced in Master because it is blocked by LPS-97080
