Summary:
Missing Japanese localization when visiting Site Builder's Site Pages

Steps to Reproduce:

1. Create a new site
2. Go to Site Builder > Pages
3. Change localization to Japanese (append /ja/ between port and group in current url ... http://localhost:8080/ja/group/...)
4. Observe the text beneath the satellite image

Expected Results:
Japanese localization of text under satellite image

Actual Results:
There is a partial translation with the word "pages" still in English
