Steps to reproduce:

1. Start portal in Japanese (http://localhost:8080/ja)
2. Go to Liferay DXP > Configuration > Site Settings
3. Go to Social Tab
4. Select any drop down menu

Expected Result:

Stacked Stars is translated in Japanese

Actual Result:

Stacked Stars is not translated
