Reproductions steps:
- Use Alloy Editor as a default editor
- Start 7.1.x
- Login as admin
- In Content -> Web Content create a Basic Web content, all settings are the default
- Write some text into the content field and press Enter
- Insert a table (in my tests it was the default 3x3 table)
Expected behavior:
The table is inserted after the text and able to edit, add columns and/or rows.
Actual behavior:
The table is inserted above the text
On 70x the table toolbar is not working

Master: the same javascript error occurs, however the issue is not reproducible. no functionality loss.
It's only reproducible with Alloy editor
