As an accounts admin, I want to delete accounts

Acceptance Criteria

1. Account list view row has an action kebab with a "delete" menu item
   1. Clicking on the above "delete" menu item triggers a browser dialog confirming whether the user wants to delete the account
   2. If the user confirms the browser dialog, the account entity is deleted along with entities exclusively owned by the account like addresses, phone numbers, notes, etc. Linked entities like users, organizations, etc are not deleted.

Note: need to consider an option to delete users as well.
