Disabling gogo shell from Components does not remove the gogo shell menu item

      Issue
      Disabling gogo shell from Components does not remove the gogo shell menu item. It seems that the disabling of gogo shell should remove the link to the gogo shell menu, as it no longer does anything.

      Steps to Reproduce
      1. Go to Control Panel > Configuration > Components
      2. Click on Edit in Gogo Shell option menu
      3. Uncheck Active and save
      4. Reload page
      5. Note CP > Gogo Shell menu is still there
      6. Click on it
      7. Shell is disabled and reads "This portlet is inactive. Please contact your portal administrator to enable it."

      Actual Results
      Gogo Shell menu item is still present even if it's inoperable and reads "This portlet is inactive. Please contact your portal administrator to enable it."

      Expected Behavior
      Gogo Shell menu item should be hidden if it's disabled.
