Steps to Reproduce:
(1) Visit with IE11
(2) Content > Web Content > Create new basic WC
(3) Add an image, attempt to upload.

Alternatively upload with a different browser and attempt to add the image

Actual Results
The image cannot be uploaded. The image cannot be added (add button is disabled).

Object doesn't support this action

IE11 can upload images. IE11 can add image to WC.

No JS console errors.
