Steps to reproduce it:

1. Startup the server
2. Access to Gogo Shell
3. Execute upgrade:list com.liferay.fragment.service

Results:
There no upgrade processes from 1.0.0 to 1.0.1

Expected results:
There is an upgrade process from 1.0.0 to 1.0.1
