Adding an image to Web Content in IE11 causes a graphical glitch & disables new text in content body

This bug is only on IE11

Steps to Reproduce:

1. Open Portal in IE11
2. Go to Content & Data > Web Content
3. Add a new Basic Web Content
4. Fill in fields and add an image in Content box
5. Publish
6. Click on the new Basic Web Content article
7. Add to the Content body > Publish
8. Assert no graphical glitches and new content in body published

Expected Results:
To see no errors & new text content in the Content body

Actual Results:
A graphical glitch is added under the image and new content isn't published even though there's a success message
