Regression bug caused by LPS-94647

Steps to reproduce in Dynamic Data List

1. Go to a Site and create pages "page1" to "page12"
2. Go to Content => Dynamic Data List
3. Add a Data Definition with a link to page field
4. Add a DDL use the data definition
5. Add a entry and select page10 for link to page field
   • Expected behavior: page10 is displayed and can be selected
   • Wrong behavior: you cannot select page10, page11 or page12

Steps to reproduce in Document Library

1. Go to a Site and create pages "page1" to "page12"
2. Go to Content => Documents and Media
3. Add a Document Type with a link to page field
4. Add a document using created document type and select page10 for link to page field
   • Expected behavior: page10 is displayed and can be selected
   • Wrong behavior: you cannot select page10, page11 or page12
