Comments still persist after setting it as disable on different browser

Steps to reproduce:

1. Page Builder -> Pages and create a content page
2. System / Instance Settings -> Pages -> Content Page Editor and check the Comments Enabled checkbox on other browser
3. Noticed the comments icon there
4. System / Instance Settings -> Pages -> Content Page Editor, then disable it on other browser
5. Fresh the created content page

Expected Result:
Both sidebar and icon are not displayed after setting it as disable.

Actual Result:
Comments icon is not displayed, but the sidebar still persists after setting it as disable.
