The first of these small changes is the ability to manifest read-only configurations in the portal.
Read-only configurations are essentially that, a configuration which cannot be edited (easily). The main point here is that it can't be edited in the UI at all.
How do you make a read-only configuration? All you need to do is deploy an OSGi configuration file for the appropriate config and make the file READ-ONLY (in a *nix system this would be chmod -w <file>)
After than, if you visit the configuration UI in Liferay you should note that the configuration cannot be edited and there should be a notice saying that it is read-only.

Where to add documentation? Maybe in this existing LRL article. https://learn.liferay.com/dxp/latest/en/system-administration/configuring-liferay/configuration-files-and-factories/using-configuration-files.html
