Currently, in our documentation on Publishing Basic Web Content there are a few lines that address the utility of the "Searchable" switch that can be toggled on and off in web content. The following line of concern is:
Lastly, leave the Searchable switch enabled. Note that if you disable the searchability of your article, it only prevents end users from finding the article via search. Administrators still have the ability to search for the article from the Web Content section in the Menu.
In the quoted section above, while it accurately describes how the "Searchable" switch will affect if an article will appear when searched in the search portlet, it does not mention that it will also hide that article in the asset publisher portlet. It would be helpful if there was also a mention that the asset publisher will be affected when that switch is toggled, so they are aware of how their portal behavior may change.
This issue stemmed from HRBAGENT-80 and its associated -LPP-31857-. I created a feature request (LPS-86532) to separate the tie between the searchable switch and the asset publisher, but until then, there should be a change in the documentation.
