New method to differentiate regular browser and mobile themes

      Description

      In Liferay Portal 6.2, we're missing the feature for adding different themes for a page based on what device is being used. I've attached a snapshot of this feature in 6.1, which was found on Site Pages -> Look and Feel as tabs. We were able to switch from regular browsers to a mobile device and had the ability to choose the theme presented in each case. For 6.2, this technology (WAP styling) has been deprecated and can now be done through Mobile Device Rules. There is a property that can be set through portal.properties to re-enable it, but the technology will be completely removed in the next release.

      WAP Styling is also removed in the Look and Feel sections of portlets.
