      There are at least three places needs to be changed:

      Enable Import: Enable User import from LDAP directories. Users are imported as they log in, rather than all at once.

      The information is wrong here. 

      Leaving "enable import" unchecked, then users are imported as they log in. Keeping it checked, then all users will be imported all at once.

      This part (correct statement in 7.0): 

      Enable Import: Checking this box to cause Liferay DXP to do a mass import from your LDAP directories. Leave this unchecked to keep the default behavior, which synchronizes users only when they log in.

       

      Enable Import on Startup: Checking this box causes a mass import from your LDAP directories. Leave this unchecked to keep the default behavior, which synchronizes Users only when they log in. Definitely leave this unchecked if you are working in a clustered environment. Otherwise, all your nodes would try to do a mass import when each of them starts up.

      "Leave this unchecked to keep the default behavior, which synchronizes Users only when they log in." This sentence should be under "enable import" section instead of "enable import on startup" section.

      Also, the first sentence should emphasise the "on startup".

      This part (correct statement in 7.0): 

      Enable Import on Startup: Checking this box instructs Liferay DXP to run the LDAP user import when it starts up. Note: This box only appears if you check the Enable Import box described above.

       

      Import Interval: When mass importing users, enter the number of users batch imported at a time.

      The interval here means portal do the import/update users every X minutes. Refer to:

      Import Interval
      As the name implies, this will allow the portal to constantly import all LDAP users (update users) every x minutes. This can be helpful if you want all users constantly updated. Again, though, with a large number of users, this can be extremely resource-intensive
