Velocity templates were deprecated in Liferay Portal 7.0 and are now removed in favor of FreeMarker templates in Liferay DXP 7.2. Below are the key reasons for this move:

Comment: "are deprecated or removed? I think we need to be clear, we are having problems with a customer about the velocity support. As far as I know, Velocity only was removed from themes, but they are available (in a deprecated way) for ADT, Web Content templates and, layout-templates ? . Please, review this and try to be more specific in order to avoid confusion to existing customers. Thanks!"
