Add clarity to "Preparing for Install" documentation to show necessity of read/write privileges on database

      Flagged by Justin Mann via LRSUPPORT-38443:

      In the article "Preparing for Install" that speaks on the necessary set up items to installing Liferay, there is a section titled "Step 1: Choose a Database Server and Create a New Database".

      It would be helpful to include a line that mentions that it is necessary for Liferay to be connected to a database that has read and write permissions. This has come up because Azure SQL Database has a feature that allows read-only end-points, which don't work with Liferay.
