Checkboxes for scopes that must be configured via global scopes look clickable

      Description

      Steps to reproduce:

      1. Navigate to Control Panel > System Settings > OAuth 2 > Bundle PrefixHandlerFactory and delete the Default configuration entry to make global scopes available
      2. Navigate to Control Panel > OAuth2 Administration > any OAuth 2 application > Scopes section
      3. Navigate to the Resource scopes tab and locate a scope that has the "This resource scope MUST be assigned via a global scope" link with the checkbox still unchecked

      Expected result: The checkbox is not clickable and has a disabled look (greyed out, hovering over it changes cursor to crossed-out circle icon).

      Actual result: The checkbox is not clickable, but looks clickable (not greyed out, hovering over it changes cursor to pointed finger icon).
