Fail to check new scope when removed scope showing

      Description

      Steps to reproduce:

      1. Navigate to Control Panel > Configuration > Service Access Policy
      2. Add a new service access policy
        1. Name: OAUTH2_read.portalversion
        2. Title: read Portal version
        3. Service Class: com.liferay.portal.kernel.service.PortalService
        4. Method Name: getVersion
        5. Enabled: True
      3. Navigate to Control Panel > Configuration > OAuth 2 Administration
      4. Add a new OAuth 2 Application
        1. Application Name: OAuth Application
        2. Uncheck Authorization Code
      5. Edit OAuth Application > Scopes, expand the Portal Services panel > Select the "liferay-json-web-services.read.portalversion" scope and Save
      6. Navigate to Control Panel > Configuration > Service Access Policy
      7. Edit the new service access policy in step two
        1. Name: OAUTH2_read.buildnumber
        2. Title: read Portal build number
        3. Method Name: getBuildNumber
      8. Navigate to Control Panel > Configuration > OAuth 2 Administration
      9. Edit the OAuth Application
        1. Assert removed scope: read.portalversion is showing and red
        2. Check the scope read.buildnumber and save

      Actual result:
      The scope read.buildnumber doesn't be checked.

      Note: When edit OAuth Application, if clicking save button firstly then check the scope read.buildnumber and save, the scope can be checked.
