If you don't have permission to invite members you will see a blank space of the members portlet

1. Create a new SO site
2. Create a new user
3. Log out
4. Log in with the new user
5. Go the new SO site -> Members

In the members page you can see the blank space of the portlet invite members, this blank space should not appear.
