      Description

      Sending a private message to a user who is not a connection results in portlet temporarily unavailable.

      1. Add a new user. Do NOT add as a contact. Do NOT add the SO role to the user.
      2. Go to Private Messaging portlet.
      3. Click to add a new message.
      4. Select to send the message to the created user.
      5. Click Send.

      When the page refreshes, it is blank with a message that says "Portlet is temporarily unavailable" and there are exceptions in the console.
