Sending a private message to a user who is not a connection results in portlet temporarily unavailable.
- Add a new user. Do NOT add as a contact. Do NOT add the SO role to the user.
- Go to Private Messaging portlet.
- Click to add a new message.
- Select to send the message to the created user.
- Click Send.
When the page refreshes, it is blank with a message that says "Portlet is temporarily unavailable" and there are exceptions in the console.
