Contact Center options do not appear when a user is clicked on in Contacts Center

      Description

      Here are the steps to reproduce:

      1. Add an SO User
      2. Go to Contacts Center
      3. Click on the newly created SO User
      4. There will be no options across the top ("Add as Connection", "Follow", "Block", etc. will not be visible)

      The only way for the options to be visible is if the user's checkbox in the left column is checked
