      Description

      Here are the steps to reproduce:

      1. Add a Private Restricted Site
      2. Add a new SO User
      3. Sign out and sign in as the new SO User
      4. Go to Site Directory
      5. Click on the Join button for the Private Restricted site

      Nothing will happen. The membership request will not be sent.

      The only way a user can currently get into a Private Restricted site is by invitation. If this is intentional, the Join Button should be removed for Private Restricted sites to avoid confusion.

        PASSED Manual Testing following the steps in the description.

        Fixed on:
        Tomcat 7.0.27 + MySQL 5. Portal 6.1.20 EE GA2.
        Plugins 6.1.x EE GIT ID: 080900f48c68a458beddf6f957fc4deac31acdb3.

        Membership request is now working properly for Private Restricted Sites.
