When a site has both public and private pages, Site Listing will show duplicate entry in "all sites" filter, however both links redirect you to the public page

      Description

      LPS-34321 will fix the duplicate entry problem.

      This ticket will fix:
      Site listing should show both links for public pages and private pages if a user has the permission to see them.

          FAILED Manual Testing using the following steps:

          1. Deploy hot fix from LPP-6702
          2. Deploy Social Office and give the SO role to Joe Bloggs
          3. Add a site that contains both public and private pages
          4. Go to the Sites portlet in Dashboard
          5. There is only one link to the public pages and no visible link to private pages
          6. Go to Sites Directory
          7. Same issue as in step 5.

          Failed on:
          Tomcat 7.0.27 + MySQL 5. Portal 6.1.20 EE GA2.

          If a site contains just the private page, the link in Site portlet or Sites Directory will redirect the user to the private page.

          PASSED Manual Testing using the following steps:

          1. Deploy hot fix from LPP-6702 (EE only)
          2. Deploy Social Office and give the SO role to Joe Bloggs
          3. Add a site that contains both public and private pages
          4. Go to the Sites portlet in Dashboard (Select All Sites)
          5. Assert there are no duplicate entries (EE only)
          6. Click on the site name link and assert it goes to Public Pages
          7. Click on "Private Pages" in parentheses and assert it goes to Private Pages
          8. Go to Sites Directory (Select All Sites)
          7. Repeat steps 5-7.

          Fixed on:
