      Description

      Here are the steps to reproduce:

      1. Configure Mail to use an email client (e.g. gmail)
      2. Give Test Test a real email address
      3. Add an SO user with a real email address
      4. Add an SO site
      5. Sign out and sign in as the SO user
      6. Join the SO site
      7. Go to My Account -> Announcements and flag Email next to General
      8. Sign out and sign in as Test Test
      9. Go to the SO site and add an announcement with the SO site as the scope and General as the type
      10. Go to gmail and sign into the SO user's email account

      Expected result:

      The announcement should display in the user's inbox

      Actual result:

      No announcement will display in the user's inbox
