Upgrade needs to do the following:

1. If any page is using the portal announcements portlet, switch it to so-announcements portlet
2. Add so-announcements portlet to dashboards and group home pages if it doesnt exist. It should be below microblogs and above activities (if they exist) in the 2nd column.
3. Update the templates for creating SO sites to have the new so-announcements
