Test Test cannot access some of the User Bar pages when viewing an SO Site in a vertically re-sized window after upgrading from 6.1.20

Here are the steps to reproduce (reproduced in IE, Chrome, and Firefox)

1. Start Social Office 2.1.0 using Liferay Portal 6.1.20 EE GA2
2. Add an SO site
3. Shut down Social Office 2.1.0
4. Start Social Office 3.0
5. Go to the SO site
6. Resize the window vertically so its a little bit larger than half screen width (Don't shrink it down to trigger mobile view)
7. Hover over the pages in the user bar (Dashboard, Contacts Center, etc.)

Expected result:

The user should be able to click on any of the pages

Actual result:

The user will not be able to click some or all of the pages depending on the size of the window. The logo, Go To, Admin, notifications, and user menu will all function normally

This is NOT reproduced with a regular user. The page links will work in any case if the window is large enough or maximized.
