The Choose File button is too thin on mobile devices using the Android default browser.

Steps to reproduce:

1. Go to Site Documents or My Documents
2. Click add a Basic Document
3. Assert that the Choose File button is too small

Expected Results:
The Choose File button should look the same as it does on Desktop

Actual Results:
The Choose File button is stretched thin and too small. See screenshot.
