For a new user, new sites added do not show in Sites portlet default tab

Since in SOS-2335, the default was changed to favorites. Now if I am a new user and add a new site, it will not show up under the sites portlet immediately which can be confusing to some users.

To fix this behavior:

1. Default view will still be be "My Favorites", however if there are none, it will default to "My Sites", and if that is also empty, it will default to "All Sites"
2. If your last tab was set at "My Favorites" and you remove your last favorite, it will default back to "My Sites", then "All Sites"
