Unflagging email notification deliveries for Private Messages has no effect

      Description

      Here are the steps to reproduce (Must test on 3.1 EE since 3.X is affected by LPS-50417):

      1. Configure Server Administration -> Mail to use a valid email server
      2. Add a SO user with a valid email address
      3. Sign in as the SO User
      4. Go to Notifications Delivery
      5. Unflag the Email checkbox under Private Messaging
      6. Sign in as Test Test
      7. Send a message to the SO User
      8. Log into the SO user's email account

      Expected result:

      There will be no email notification regarding the message

      Actual result:

      There will be an email notification regarding the message
