Regular dockbar controls and portlet edit controls do not work on Social Office pages

Here are the steps to reproduce:

1. Start Social Office 2.1 and give Test Test the SO role
2. Go to Dashboard
3. Click on the cog in the right side of the user bar and hover over the newly visible dockbar controls

Expected result:

The controls should be functional

Actual result:

The controls will not respond; they will also appear differently. Also if Edit Controls are enabled elsewhere and the user returns to the Social Office pages, borderless portlets (like Status Update) will have a visible portlet title, but no other controls.
