JavaScirpt does not load when editing profiles in IE

When editing My Profile the country and region are empty in the drop down.

Click My Profile
Click Edit Profile
Select country/Region

System displays empty drop down

JavaScript fails to execute on Internet Explorer on AJAX'ed in pages. Also note that the tags field is not initialized.
