Dockbar disappears when a user accesses a restricted site that the user is not a member of

      Description

      When a user accesses a restricted site that its not a member of, the dockbar disappears

      Here are the steps to reproduce the issue:

      1. Add a new user
      2. Add a restricted site
      3. Log out
      4. Log in as the new user
      5. Have the new user search for the restricted site and click on it
      6. The user will see the restricted site. Much of the content will be unavailable as expected, but the dockbar will also be gone.

      Without the dockbar, the user is unable immediately sign out as well as access other features like the Control Panel without the mandatory requirement of clicking the back button, typing the user's homepage URL manually, or returning to the portal page.
