      Description

      A user cannot add another user as a connection from the profile page. The only way a user is able to add another user as a connection is through the contacts center.

      Here are the steps to reproduce the issue:

      1. Add a new user with the Social Office role
      2. Go to the new user's profile page
      3. Attempt to add the user as a connection from the profile page
      4. Nothing will occur and if the super admin signs out and signs in as the new user, no new connection notifications will be sent
