Handle file paths above 260 characters introduced in Windows 10

      Description

      As of Windows 10 build 14352, there's a registry/group policy which enables support for file paths longer than 260 characters. This option is off by default. See here

      Currently, Sync does not handle file paths beyond 260 characters.

      As a general rule, long file names should be avoided as other Sync clients running Windows may not have the option available/enabled. This could prevent other clients from downloading the file.
