After upgrade on Win, Sync fails to launch with "Failed to launch JVM"

      Description

      After upgrading the Sync client on Windows, the Sync client may fail to launch with the error "Failed to launch JVM".

      See link for the cause of the error.

      Workaround: An MSI repair will resolve the issue.
