Iframe footer in configuration iframes are not anchored to the bottom of the frame

      Steps to reproduce issue:

      1. Navigate to Content > Web Content
      2. Add a web content article
      3. Navigate to Configuration > Audience Targeting
      4. Add a blank user segment
      5. Add a new page
      6. Add User Segment Content Display portlet to the page
      7. Open the User Segment Content Display portlet configuration
        • Select the user segment
        • Select the web content
      8. Decrease browser height until a scrollbar is displayed within the iframe
      9. Scroll within the iframe

      Expected result: Iframe footer remains anchored to the bottom of the iframe
      Actual result: Iframe footer floats; scrolling iframe causes footer to move with the iframe.

      Note: This is also reproducible with the Campaign Content Display portlet; this is not reproducible in the User Segment Content Display portlet, which is an extension of Asset Publisher, which received the portal-side fix for the iframe footer bug.

      Tomcat 8.0.32 + MySQL 5.7
      Liferay DXP SP1 + FP8
      Audience Targeting 2.0.0
