      See PTR-60.

      Simplified steps to reproduce it:

      1. Login as the admin user
      2. Go to Audience Targeting and a user segment "Chrome Browser" with the Rule "Browser" set to Chrome
      3. Visit the home page using Chrome
      4. Obtain the admin user's id (e.g. in the user details), then go to /api/jsonws and execute the get-user-segments-by-user-id with the userId of the admin user. Assert that the method returns a JSON object that represents the "Chrome Browser" user segment
      5. Use another browser (e.g. Safari), login as the admin user and visit the home page
      6. Repeat step 4

Expected result: The method returns an empty list. If the active option is set to false, then a JSON object that represents the "Chrome Browser" user segment.
Actual result: The method returns a JSON object that represents the "Chrome Browser" user segment.
