Audience Targeting Rule and Web content permissioning

      need a clarification regarding the Web content permission and Audience targeting user segment rule. We observe that user segment rules are only filtering the web content and not restricting / protecting the content .

      For example, If I define a user segment rule to show a web content based on the custom attribute "People leader" (value of this attributes are Leader, Non Leader), in the user segment content display portal I am able to restrict the content,. However when the user performs a search, by default search result is showing the content for Leader as well as Non leader . User with non-leader role is able to access leader web content.

      We would like to know, is there a way (out of the box), user segment rules can also be used to permission the content? So that, Non leader user should not have access to the Leader content?. If this is not achievable, we would like to know what are the customization options
