Unable to publish user segment to live after I delete it in live site

      Steps to reproduce:

      1. Add a new site named: "Site Name".
      2. Add a public page: "Test Page Name".
      3. Enable Local Staging (make sure Audience targeting is staged.)
      4. Go to Configuration -> Audience Targeting
      5. Add Use Segment with gender rule: Male, and then save.
      6. Go to WebContent > web content with Category: User Segment.
      7. Navigate to the page named 'Test Page Name'.
      8. Add a 'User Segment Content List' portlet
      9. Publish to live.
      10. Go live site
      11. Navigate to Product Menu > Sites > Configuration > Audience Targeting
      12. Delete the published user segement
      13. Go to staging site
      14. Click Publish to live > Switch to Advanced Publication
      15. Under Content , select Choose Content
      16. Select All and Click Refresh Counts
      17. Check Audience Targeting
      18. Publish to live

      Actual result:
      Publish is failed.

      An unexpected error occurred with the publication process. Please check your portal and publishing configuration.
      The User Segment: aa has missing reference(s) that could not be found during the process.

      Expected result:
      Publish successfully.
