After changing the user segment from Simulation menu the web content will display even though the user shouldn't see it

      Description

      Steps to Reproduce:

      1. Go to Control Panel>Configuration>Audience Targeting.
      2. Add a User Segment with a rule that the user doesn't match, e.g a browser that not use.
      3. Add a user segment content display portlet to a page.
      4. Configure the portlet, select the created User Segment, add a new Basic Web Content to display.
      5. Assert that the portlet says "There are no matching rules".
      6. Click the Simulation button and change to default, then change back to the User Segment.

      Expected Results:
      The Web Content shouldn't display. In the portlet should always display "There are no matching rules".

      Actual Results:
      The Web Content displays, refreshing the page can make it disappear.
