Custom reports do not display after upgrade

      Description

      Steps to reproduce:

      1. Execute an upgrade from 6.2 to 7.0 using the attached MySQL database and data folder
      2. Start upgraded Liferay instance (leave indexReadOnly=true in osgi/configs/com.liferay.portal.search.configuration.IndexStatusManagerConfiguration.cfg)
      3. Deploy Content Targeting RC8 jars and allow to upgrade
      4. Shut down server when all Content Targeting modules have completely deployed
      5. Set indexReadOnly=false in osgi/configs/com.liferay.portal.search.configuration.IndexStatusManagerConfiguration.cfg
      6. Restart server
      7. Execute a full reindex
      8. Navigate to Configuration > Audience Targeting
      9. Navigate to Campaigns
      10. Click the existing campaign
      11. Navigate to Reports

      Expected result: A custom report with home page view tracking action is available
      Actual result: No custom report exists; only the default Content Views report is available.
